The Meeting took note of the briefing on recent developments in ASEAN and exchanged views on national, regional and international efforts on immigration, consular, and border management matters amidst the COVID-19 pandemic, including how COVID-19-related challenges were overcome.
The Meeting had fruitful discussions on the progress of several DGICM initiatives, including (i) the implementation of the Guidelines on Consular Assistance by ASEAN Member States Missions in Third Countries to Nationals of Other ASEAN Member States; (ii) the way forward for the development of the ASEAN Visa Portal; (iii) the update on the ASEAN Border Management Cooperation Roadmap; (iv) the establishment of ASEAN Immigration Focal Points to Facilitate the Repatriation of Illegal Migrants to Country of Origin; and (v) the progress of implementation of the ASEAN Comprehensive Recovery Framework (ACRF) that are co-lead by the DGICM.
The Meeting welcomed the ad referendum adoption of the ASEAN Plan of Action (POA) for Cooperation on Immigration and Consular Matters and the TOR of Heads of Specialist Unit (HSU) on People Smuggling.
The Meeting adopted the Concept Paper on Initiative 13 of the Master Plan on ASEAN Connectivity (MPAC) 2025, with the implementation to be led by Singapore.
The Meeting also adopted the Concept Note on Enhancing Information-Sharing of Evolving Border Measures Due to Pandemic, Health Crisis or Emergency, proposed by Singapore, that aims to enhance the feasibility of institutionalising a platform for sharing and communicating significant changes in border measures among the ASEAN Member States.

- The Meeting noted the briefing on recent developments in ASEAN and exchanged views on national, regional, and international efforts on immigration, consular and border management matters.

- The Meeting noted updates on the progress of implementation of cross sectoral initiatives and activities carried out by the DGICM, including the Initiative 13 of the Master Plan on ASEAN Connectivity MPAC) 2025 and the ASEAN Comprehensive Recovery Framework ACRF initiatives that are co led by the DGICM The Meeting also noted the outcomes of the Joint Meeting between DGICM and the ASEAN Coordinating Committee on Services CCS) on the Facilitation of Mobility of ASEAN Professionals under the ASEAN Mutual Recognition Arrangements MRAs that was held in May 2023.
- The Meeting endorsed three guiding documents of the ASEAN Ministerial Meeting on Transnational Crime AMMTC) and its subsidiary mechanisms, which were spearheaded by Indonesia in its capacity as the Chair of AMMTC and the ASEAN Senior Officials Meeting on Transnational Crime SOMTC)), namely: i Guiding Criteria and Modalities in Engaging External Parties for the AMMTC and Its Subsidiary Mechanisms; ii) Guidelines on Inviting External Parties’ Participation in the Open Sessions of the AMMTC and Its Subsidiary Mechanisms; and iii) Guidelines for the Implementation of the Observer Status Granted to Timor Leste in AMMTC and Its Subsidiary Mechanisms.
- The Meeting noted the ad referendum endorsement of the Concept Note on Updating Annex I of the ASEAN Charter on the Nomenclature of the DGICM to read as ASEAN Directors General of Immigration Departments and Heads of Consular Affairs Divisions of Ministries of Foreign Affairs Meeting DGICM))””, which would be submitted to the 17th AMMTC for adoption.

- The Meeting exchanged views on challenges and important national developments in immigration, information, capacity building programs and best practices on border management and immigration related matters.
- The Meeting agreed to issue the Joint Statement of the DGICM on the Prevention of the Movement of Foreign Terrorist Fighters (FTFs).
- The Heads of Consular Division of the Ministries of Foreign Affairs deliberated on the draft Terms of Reference (TOR) of Working Group to Study Consular Assistance by ASEAN Missions in Third Countries to Nationals of ASEAN Member States (DWGCA) and agreed to circulate the revised draft TOR for further consideration. The Heads of Consular Division also discussed on the Guideline for the Provision of Emergency Assistance by ASEAN Missions in Third Countries to Nationals of ASEAN Member States in Crisis Situations and agreed to defer the discussion on this issue to a later stage.
- The Meeting agreed on the Establishment of Ad Hoc Working Group on ASEAN Common Visa and the inaugural Working Group meeting will be conducted in due time.
- The Meeting took note of the presentation by The Habibie Center on the proposed comprehensive study on visa research under the framework of EU ASEAN Migration and Border Management Programme II (EA-MBMP II) and looked forward to the outcomes of the Study. The Meeting also noted the presentation from the ASEAN Coordinating Committee of Services (CCS) on the ASEAN Business Travel Card.
- The Meeting was preceded by the 12th ASEAN Immigration Intelligence Forum (AIIF) on 20 September 2016 in Bali, Indonesia. The Forum highlighted the significance of immigration intelligence sharing amongst ASEAN Member States particularly in the fight against people smuggling and other transnational crimes. The Forum adopted ad referendum the TOR of ASEAN Heads of Major Immigration Checkpoints Forum (AMICF). The Forum also agreed to follow up Indonesia’s proposal of immigration cooperation on the prevention of FTFs’ movement between ASEAN Member States through, inter alia, developing data sharing mechanism and convening of workshop(s).

- The Meeting was preceded by the 13th ASEAN Immigration Intelligence Forum (AIIF) and the 2nd Ad Hoc Working Group on ASEAN Common Visa (AHWG on ACV) on 21 November 2017 in Vientiane, Lao PDR. The Forum highlighted the significance of immigration intelligence sharing amongst the ASEAN Member States,
particularly in addressing people smuggling and other immigration-related transnational crimes. At the Ad Hoc Working Group, the ASEAN Member States deliberated on the way forward for the development of the ASEAN Common Visa initiative.
- The Meeting exchanged views on challenges and significant national and international developments in immigration, information, capacity building programmes and best practices in border management, consular and immigration related matters.
- The Meeting discussed on the development of the Guidelines on Consular Assistance by ASEAN Member States Missions in Third Countries to Nationals of Other ASEAN Member States, the ASEAN Business Travel Card (ASEAN BTC) and the ASEAN Common Visa initiatives. The Meeting also exchanged views on the ASEAN BTC and Initiative 13 of the Master Plan on ASEAN Connectivity (MPAC) 2025 to ease ASEAN travel by facilitating visa processes. The Meeting discussed the possibility of expanding Consultation with relevant partners. The Meeting looked
forward to future discussions on these initiatives.

- The Meeting exchanged views on various challenges and important national development in immigration, information, capacity building programmes and best practices on border management and immigration related matters.
- The Meeting recognised the efforts of the Working Group to Study Consular Assistance by ASEAN Missions in Third Countries to Nationals of Other ASEAN Member States (DWGCA) to finalise the Guidelines on Consular Assistance by ASEAN Member States Missions in Third Countries to Nationals of Other ASEAN Member States and agreed to submit the Guidelines to the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) in 2018 for adoption.
- The Meeting also discussed, exchanged views and updates on the outcomes of the Joint Task Force (JTF) on ASEAN Business Travel Card (ASEAN BTC). The Meeting agreed to conduct a feasibility study on ASEAN BTC.
- The Meeting noted the discussion on the ACV initiative and agreed to develop a web portal of visa application of each ASEAN Member State. This is seen as a preliminary step to progress in the ACV initiative.
- At the Meeting, Malaysia agreed to take the lead on Initiative 13 of the Master Plan on ASEAN Connectivity (MPAC) 2025 to ease ASEAN travel by facilitating visa processes.
- The Meeting agreed to review the ASEAN Plan of Action (PoA) for Cooperation on Immigration Matters and welcomed Malaysia’s offer to host a working group meeting to draft the revised PoA prior to the convening of the 23rd DGICM and Its Related Meetings in 2019.
- The Meeting agreed to further deliberate on the Concept Paper developed by Indonesia on the proposed establishment of the DGICM + 3 Consultation.
- The Meeting expressed appreciation to INTERPOL for their assistance in implementing the EU-ASEAN Migration and Border Management Programme II (EA-MBMP II) and noted the achievements of this Programme. The Meeting also took note that the Programme will end in mid-October 2018 and the Dissemination Session of the Report “Towards an ASEAN Common Visa: A Comprehensive Feasibility Study” will be held on 15 August 2018 in Jakarta, Indonesia.

- Enhance cooperation and coordination among our respective immigration officers as well as other relevant stakeholders in developing and implementing comprehensive approaches and measures in efforts to prevent cross-border movement of foreign terrorist fighters;
- Explore practical ideas and initiatives to prevent the movement and curb the flow of foreign terrorist fighters through, inter alia, dialogues, sharing of lessons learned and adoption of best practices;
- Take appropriate measures in order to strengthen and reinforced border control and border security measures;
- Intensify and accelerate the availability of information including intelligence information, and increase awareness on actions and movements of foreign terrorist fighters’ including through, inter alia, better utilisation of existing information and database sharing platforms; and
- Utilise all available tools to prevent the misuse of travel documents for foreign terrorist fighters travel by, among others, implementing international standards for passport control and the use of biometric
information.

This Plan of Action aims to establish guidelines in Immigration Intelligence Information Sharing between ASEAN Member States, to exchange reliable information real-time, thereby enhancing individual and collective capacity to facilitate legitimate movement of people across and within its borders and to prevent, deter and combat threats of transnational organised crimes related to immigration matters.
